Biography and education
José “Joe” Eleuterio is a Research Associate at the ALERRT Center and a Ph.D. student in the School of Criminal Justice and Criminology. His research focuses on police training, tactics, use of force, and other aspects of street-level policing.
Joe is a retired/reserve Brazilian police captain and instructor with over 16 years of experience. His interest in police training began in 2014 after visiting the ALERRT Center for training. He began studying the topic independently, as there were no scholars in Brazil researching it at the time. Eventually, his independent studies led him to a master’s program in Psychology in 2021. During the program, his position within his police department allowed him to conduct several practice-driven research projects aimed at improving training and operational performance. His work contributed to significant reforms in his department’s self-defense curriculum and training methods.
After being accepted into the Ph.D. program at Texas State, Joe moved to Texas with his family. However, his police department chose not to support his decision to pursue doctoral studies, which forced him to resign from his position.
