Biography and Education

José “Joe” Eleuterio is a retired Brazilian police captain and instructor with over 16 years of experience. His interest in police training began in 2014, after a visit to the ALERRT Center introduced him to the concept of tactical research. This led him to pursue a master’s degree in Psychology in 2021. During the program, his position within the police department enabled him to conduct several practice-driven research projects focused on improving training and policing. He currently lives in Texas, where he is pursuing a Ph.D. in Criminal Justice at Texas State University. His research centers on police use-of-force training and tactics. His work has contributed to major reforms in the self-defense syllabus and training methods of his former department.
